Dr. Kionka is the Personal Representative of the SG/HR on Human Rights in the Common Foreign and Security Policy area and serves as the Head of the Human Rights Unit at the EU Council. Her previous positions include the Head of Unit deputising for the Director of DGE IV (Americas, Counterterrorism, UN, Human Rights) at the Council, Undersecretary of State for EU Affairs at the Ministry of Foreign Affairs of Estonia and Ambassador of Estonia in Germany. She holds a Phd in International Relations from Columbia University NY.
